Conventions update

Ian Sturt represents Quidos providing an assessor perspective at the OR Conventions Group meeting at Eland House. (DCLG). The group made some progress with issues requiring conventions to standardise practice. Work on development of the ORCalc software and updating the official guidance document is however on hold due to the lack of a current support contract. AECOM were working on these two elements. Commercial assessors will be aware that a similar issue arose when there was a delay in renewing support for SBEM with the BRE.

Display Energy Certificates for all commercial buildings

An ammendment to the energy bill has been tabled by MP Zac Goldsmith to extend DECs to all commercial buildings. This is widely supported since DECs have already proved their value in public buildings. Organisations which historically have not known their own energy performance have suddenly become aware not just of how they are doing year on year, but also how that compares with othe similar organisations. In addition theyt have been provided with recommendations on how to reduce energy use, and save money, at a far lower cost than commissioning a consultant. No wonder they are seen as a positive step.

Consumer Protection in the Green Deal'

DECC has set out its plans for consumer protection and redress in the Green Deal.  It covers Plans for a new Green Deal Code to protect customers and an advice line to give impartial advice and referral to accredited Green Deal assessors, installers and providers as well as a route for any complaints.

The Green Deal will be linked to the United Kingdom Accreditation Service (UKAS) to ensure assessors and installers adhere to consistent and robust standards.

Zero Carbon Homes standard

Housing Minister Grant Shapps has announced what is claimed to be a tough but realistic definition for zero carbon homes. Housebuilders will not need to anticipate the lifetime emissions of each property as this is deemed impractical. They will however need to copmply with tough standards for fabric energy efficiency incorporated in future revisions to the Building Regulations
